The utility is governed by the Board of Water Commissioners. The Board consists of:

  • Three members of the Saint Paul City Council
  • Two Saint Paul citizens
  • Two members of the remaining suburbs served by Saint Paul Regional Water Services

Board of Water Commissioners oversee the water system for the region, including Falcon Heights. Powers and duties of the St. Paul Board of Water Commissioners include operating the water utility, preparing budgets, recommending issuance of revenue bonds, recommending water rates, and condemning and acquiring land.
