Project Overview

Fairway Commons is a proposed 110-unit affordable apartment building for adults ages 55 and older located at 1644 Larpenteur Avenue West, in the existing overflow parking lot west of the Amber Union Apartments. The building would include four stories of residential units and one underground level of parking, with a mix of studio, one-bedroom, and two-bedroom apartments. The development is proposed by Velair Development Company, an affordable housing developer.

Project Background

In 2023, the City approved a Planned Unit Development (PUD) for a 100-unit affordable housing apartment building called Amber Flats on this site. In 2025, Velair Development Company approached the City with interest in purchasing the property and amending the previously approved PUD.

Project Status

Velair Development Company is currently under contract to purchase the two lots previously approved for the Amber Flats development from Buhl Larpenteur West LLC.

The City Council approved amendments to the Planned Unit Development to allow the Fairway Commons proposal to move forward. Additional project details and development timelines will be posted as they become available.
